According to the report, in 2014, food safety supervision departments at all levels inspected 1,072,790 households of edible oil production and management units, ordered 11884 households to be rectified, banned 348 illegal operations, filed 1,604 cases of food violations, and transferred them to the judicial authorities for 10 cases. Unqualified edible oil 118,407 kg. Among them, the Food and Drug Administration has sampled 8806 batches of edible vegetable oil and detected 201 batches of unqualified samples. The detection rate of unqualified samples was 2.3%. The unqualified items are mainly benzo[a]pyrene, acid value, aflatoxin B1, peroxide value, polar component, solvent residue and the like. The local food safety supervision department collected 16271 batches of edible vegetable oil and detected 362 batches of unqualified samples. For the problems found in the supervision and random inspection, the local food safety supervision departments ordered the production and operation enterprises to take measures such as product recall, suspension of production, and rectification.
According to the report, the quality of edible oil in China is generally good. The method or grade identification causes problems such as excessive solvent residue, and urges them to implement relevant quality control responsibilities to ensure that the edible oil produced and operated meets the national food safety standards.
The second is to implement the daily regulatory responsibility of the locality. The local food safety supervision departments shall clarify the person responsible for the daily supervision of all edible oil producers and operators within their respective administrative regions. In accordance with the relevant laws and regulations, the company regularly checks the production and operation of the enterprise and promptly proposes rectification opinions on existing problems. The person responsible for daily supervision must disclose to the public and accept social supervision.
The third is to strengthen supervision and sampling and risk monitoring. For enterprises and small workshops that have sampled unqualified samples in 2014, all fixed-point sampling inspections are required. It is necessary to increase the frequency of random inspections of small and medium-sized production enterprises and small workshops. For products that fail to pass the sampling inspection, timely take measures such as recall, removal, and storage to eliminate food safety hazards.
The fourth is to investigate and handle illegal cases in a timely manner. Investigate the alleged violations found during the inspection. Whoever is suspected of committing a crime shall take the initiative to contact the public security organ and hand in hand in time. It is necessary to smooth the channels for complaints and reports, expand the sources of clues in illegal cases, and promptly investigate and punish food safety violations.
The fifth is to strengthen supervision and inspection. The spot inspections and problems found in daily inspections shall be reported to the higher food safety supervision department in a timely manner. The results of the law enforcement and the results of the investigation of the case shall be announced to the public at the first time.
